No non-conforming use permit shall be granted unless one or more of the <br />following conditions are met: <br /> <br />1. The total number of non-conformities is reduces; <br />2. The impact of any non-conformities upon adjacent premises is reduced <br />to the greatest practical extent; <br />3.
