'.-- <br /> <br />RESOLUTION NO. <br /> <br />84-150 <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION ON THE PUBLIC EMPLOYEES RETIREMENT SYSTEM <br /> <br />" <br /> <br />WHEREAS, most of the employees of the City of New Brighton <br />belong to the Public Employees Retirement Association; and <br /> <br />WHEREAS, a number of Public Employees Retirement Associa- <br />tion Board members have raised significant questions relating <br />to PERA Board election procedures, to the appointment process <br />used to hire an interim Executive Director of the Public <br />Employees Retirement Association, as well as other administra- <br />tive matters; and <br /> <br />WHEREAS, the present method for electing PERA board mem- <br />bers results in electing only those with such financial backing <br />as to permit expensive mailed information campaigns, permitting <br />a single organization or individual to determine board member- <br />ship; and <br /> <br />WHEREAS, greater diversity on the board would assure that <br />decisions of that body are better considered; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the city council of <br />New Brighton, Minnesota, requests the following actions: <br /> <br />1. That the legislature conduct an investigation into <br />PERA Board election practices and also into the <br />administration of pERA. <br /> <br />2. That the legislature consider amending the statutes <br />which determine the method by which the PERA board <br />is constituted to provide that three fewer members <br />shall be elected by the PERA general membership and <br />three additional members shall be appointed by the <br />governor from among non-PERA member citizens of <br />Ninnesota. <br /> <br />3. That immediate action be taken to remove the interim <br />Executive Director and to provide for an open process <br />to select a Public Employees Retirement Association <br />Executive Director. <br /> <br />4. That a minimum qualification for the Public Employees <br />Retirement Association Executive Director be set by <br />legislature. <br /> <br />Adopted by the New Brighton City Council on October 9, 1984. <br /> <br />~~: <br />~~~ <br /> <br />Greg .
