<br />. <br /> <br />. <br /> <br />. <br /> <br />Financial Impact: The total project cost for 2007 is expected to be approximately $325,000. <br />The City is working with John Drawz from Fredrikson & Byron, P.A to recover the costs that are <br />attributable to the Army. It is our position that all costs associated with the radium removal are <br />reimbursable amounting to approximately $200,000. <br /> <br />Explanation: In working with the MDH, the City has a "Return to Compliance" date of April <br />2007 for water treatment plant #4. It is believed the plant is not achieving radium removal <br />because the filter media is too coarse to capture the fine particles formed by radium which attach <br />to manganous oxide. Therefore, the proposed plan is to install new finer filter media while <br />reusing the existing chemical feed system. While the filter is offline we are also proposing to <br />sandblast and paint the entire filter interior to remove the existing corrosion and install an <br />airwash system to assist with the backwash process. <br /> <br />It is anticipated that a project will be bid on January 15, 2007. The Council will consider <br />awarding this project at the January 23, 2007 Council Meeting. <br /> <br />Costs and Funding: BRA's proposal of $54,000 for final design and construction services <br />includes $18,495 for KLM Engineering, Inc. to be a sub-consultant to inspect the filter welding <br />and painting. The total amount of engineering and construction services is 20 percent of the <br />projected construction cost. This is typical of similar water works projects.
