<br />Page 2 <br /> <br />PLANNING COMMISSION ACTION <br /> <br />The Planning Commission held a public hearing on February 17, 1987, to <br />receive comments and consider the proposed truck scale facility. (See <br />attached minutes.) <br /> <br />PAST ACTIONS <br /> <br />VN-167 <br /> <br />On March 22, 1977 the Council approved VN-167 to use a mobile home <br />trailer as an office. The variance was approved with the following <br />conditions: <br /> <br />1. That a 6 foot fence be constructed around a portion of the <br />property; <br />2. That remaining frontage be screened with spruce trees; <br />3. That the driveway from 5th Avenue have a dustless surface; and <br />4. That the variance be reviewed in 3 years. <br /> <br />NC-21 & LP-52 <br /> <br />On August 23, 1977, the Council approved NC-21 and LP-52 for the <br />construction of two industrial buildings. NC-21 was approved on the <br />conditions that submitted plans indicate the elimination of all non- <br />conformities in a 10 year period and that acceptable site and landscape <br />plans be submitted prior to occupancy of the two buildings. <br /> <br />Resolution 2036 <br /> <br />On August 23, 1977, the Council approved Resolution 2036 revising the <br />landscape plan and indicating the following: <br /> <br />1. Substitution of the stockade fe~ce for the spruce trees; <br />2. 5 jogs in the 5th Avenue fence with 3 spruce trees and wood chip <br />mulch in each jog; <br />3. 14 bittersweet vines along the main spans of the fence; and <br />4. Sod planted from the fence to the property line. <br /> <br />NC-39 & LP-88 <br /> <br />On June 26, 1979, the Council approved NC-39 and LP-88 to construct a <br />pole building. It was determined at this time that with the completion <br />of the conditions of VN-167 and NC-21, the applicant would have reduced <br />the site non-conformities to every practical extent except in the area <br />of dust control. NC-39 was approved on the following conditions: <br /> <br />1. That conditions of VN-167 and NC-21 be completed; and <br />2. That spraying techniques be used in driving and parking areas to <br />control dust. <br />
