' <br /> <br />Traffic Projections: The trip generation rate supplied by the developer was compared <br />with available Institute ,of Transporation Engineers CITE) and Metro _Colmcil data, both <br />. of, which are .on file in this office.' I conCill with the .rate as shOWD; however, I feel <br />the projection from the' residential' area may be slightly conservative. I have used the <br />develQper's figures in reviewing }:11e capacity impact. <br />, , , <br /> <br />Traffic V olD;rne 81!~CaPa.city:' T,he existing average daily traffic on this section of <br />10th Street was, f.neasured at .8900 in 1983.. Adding the total trip generation to the <br />existing traffic would indicate the' .worst case 'situati"on of approximately 11,200 <br />vechicles/day. &.sed on ITE information and commonly accepted assumptions, these <br />volumes would'still provide a level of.Service B for this segment of road. This is well <br />WIthin the capacity limits of the route.' A level of service D volum e, which is considered <br />capacity, is 20,000 vechicles/day. <br /> <br />Traffic Signals: Based on the above information, I do not foresee a need for traffic <br />sigi1al construction as a result of this development. The intersection of, 8th and 10th <br />may necessitate signalization prior to that of 9A should intersecti on volum es increase <br />another 2000 :t beyond that whi~h is projected due to the Wafer Ridge Plaza development. <br /> <br />Entrance Location: All ~ntrance construction will require a permit from this office. <br />Consideration should be given to: <br /> <br />'A. Moving the east entrance as far west as possible or moving it east to <br />align with 8th A venue; and <br /> <br />B. reconsidering the center entrance so it will serve as a focus to all parts <br />of the oovelopm ent; and <br /> <br />C. when the development is complete, left turns will be, restricted fo: east <br />to north botmd traffic using the far west.
