Site Security: Adequate <br /> <br />STAFF COMMENTS <br /> <br />The proposed site plan complies with all B-3 district requirements. <br /> <br />The proposed site plan and building elevations are an improvement over <br />the previous proposal approved in November of 1986. The current <br />proposal entails removing the existing building, constructing a new <br />building further to the north, locating a drive-through lane and window <br />on the souths ide of the building to reduce pedestrian/vehicle conflict, <br />and providing increased landscaping. <br /> <br />The current proposal would require a curb cut along Silver Lake Road <br />approximately 26 feet south of the Rice Creek Shopping Center driveway. <br />According to Mr. Dan Soler, Traffic Engineer with Ramsey County, the <br />County has no problem with the proposed curb cut on Silver Lake Road. <br />The curb cut complies with both County and City code requirements. The <br />,County requested the applicant to enlarge the curb cut from 24 feet to <br />28 feet in width. Mr. Dan Soler commented the location of the proposed <br />curb cut is a little close to the Rice Creek Shopping Center curb cut, <br />but that is largely due to the fact that the radius of, the shopping <br />center curb cut actually crosses over Taco John's property. Mr. Soler <br />feels the~shopping center curb cut should never have been located so <br />close to an adjoining property. Mr. Solder doesn't foresee any traffic <br />conflicts generated by the proposed curb cut. Additional curb cuts <br />along Silver Lake Road have been discouraged, however, the subject site <br />is the only parcel along this stretch of Silver Lake Road without a <br />curb cut for access. The owner/applicant does not have an access <br />easement over Rice Creek Shopping Center driveway. Should the westerly <br />access point to the subject site from Rice Creek Shopping Center <br />driveway be eliminated in the future due to the applicant no having <br />access rights over said driveway, the proposed curb cut along Silver <br />Lake Road would adequately handle traffic flow to and from the subject <br />site. It should be noted, the easterly access point to the subject <br />site from the Rice Creek Shopping Center drive would be eliminated. <br />
