Site Security: the sidewalk/ramp that extends from the south end of <br />the parking lot around to the east entrance of the building <br />should have adequate security lighting <br /> <br />STAFF COMMENTS <br /> <br />Site Plan <br /> <br />The proposed site plan would comply with all R-3B district requirements <br />except for a decreased building and parking setback from the northwest <br />property line. <br /> <br />Variance <br /> <br />A 20 foot building setback variance is required for the 7-stall garage and <br />a 10 foot parking setback variance is required for the parking lot. The <br />code requires a 30 foot building setback and at least 1S feet of <br />landscaped area from an R-1 district. The hardship in this case is the <br />triangular shape of the lot which makes it difficult for the applicant to <br />meet setback requirements. A unique circumstance exists in that there is <br />a 100 foot railroad right-of-way and a public street right-of....way <br />separating this site from the single family homes to the northwest. The <br />;:,~,,'.C need for parking setback variance was, in part, created by the applicant's <br />willingness to include more than the minimum required parking stalls to <br />accommodate visitors. Granting the building and parking setback variance <br />would not appear to increase the impact of this development on the single <br />family homes to the west because of the substantial buffer provided by the <br />railroad right-of-way. <br /> <br />Special Use Permit <br /> <br />The apartment building being relocated is currently occupying a part of <br />the Golden Pond development site and must be removed before that project <br />can be completed. The building will be up-graded and brought into <br />compliance with all current building code standards. The proposed <br />development would comply with the City's comprehensive plan and pose ,a <br />minimal impact to surrounding land uses. <br /> <br /><->..,1' '-" <br /> <br />".:.,') ,:1.... <br />
