<br />Report #79- 377 <br />April 19, 1979 <br /> <br />APPLICATION FOR BUILDING PERMIT <br />LP-83, CHEMICAL TECHNOLOGY <br /> <br />PURPOSE <br /> <br />Toe xa m i n e a re que s t for .a b u i1 din g per m i t fo r C hem i c a 1 <br />Technology, Inc. <br /> <br />BACKGROUND <br /> <br />As a supplement to the report written for the Planning Commission <br />there are three areas concerning this application which need <br />additional clarification or comment. <br /> <br />First, the Planning Commisssion recommended to the applicant <br />that the landscape plan be amended to provide for more mature <br />plantings that would require less maintenance. The applicant <br />is proposing to plant Weeping Willows which require a great <br />deal of maintenance and Russian Olive trees which are short <br />lived species. In response to this concern the applicant has <br />indiacted that there is a pOSSibility of replanting evergreens <br />existing on the site in front of the proposed building. This <br />landscaping amendment was acceptable to the Planning Commission. <br />r <br /> <br />Second, staff has been informed of an easement for Northern <br />States Power's transmission tower. NSP has informed the applicant <br />that the proposed building encroaches on five feet of that <br />easement and the provisions of the easement prohibit the <br />construction of structures within that delinated area. The <br />a~plicant has indicated that the engineering staff will be <br />reviewing the survey of the property and determining the precise <br />location of that easement. This question will have to be <br />resolved prior to approval of the site plan. <br /> <br />Third, the issue of the 30 foot private driveway easement needs <br />further clarification. In previous discussions with the <br />applicant, the City indicated its concern for access to the <br />property to the west of the proposed site. Directly, north of <br />the proposed building, within the City of Mounds View there is <br />an existing industrial building constructed 40 feet from the <br />property line. City staff has contacted and met with the <br />staff from Mounds View to determine what method is available <br />for providing access to the property to the west of Chemical <br />Technology, Inc. <br /> <br />The first method would be to use the 30 foot easement and obtain <br />additional right-of-way from Chemical Technology and Mounds <br />View through a Joint Powers A~reement to construct a street <br />back to the western site. <br /> <br />Anothermethod could be to negotiate with Mounds View to have <br />the platted street (see attachment) in Mounds View improved <br />and extend said street jnto New Brig~ton. This method then <br />could make use of the existing 30 foot easement on Chemical <br /> <br />" <br />
