March 2, 1979

Mr. Jim Winkles
New Brighton Village Hall
803 5th Ave. N.W.
New Brighton, Minnesota

Jim:

As you know we have been trying to work out our construction and financial
problems with the Village and City Council for the past 12 months. Throughout
this period we have not been able to operate our business with the freedoms and
maneuverability that we would have liked to. If fact we have not been able to
enjoy the privileges of advertisement or full operations for fear of Village
or Council action. I am not saying that this is wrong on anyone's part, but
the fact of the matter is that we really would like to fully operate from our
current facilities instead of expanding per our original plans.

Our reasons are that if we could do this, we would be able to i~prove our
financial assets on our own accord and then in a year or two expand to a lar-
ger operation instead of having to go deeper into debt in order to expand to
original plans.

We would like to operate where we are on our own property, totally land
scape our lot to council requirements with the intentions of expanding in the
near future. We feel we could meet landscaping requirements the Council might
agree to and in turn beautify our small lot in your village. In turn we could
operate full time within all codes and restrictions and begin to grow.

Jim-we do want to stay in New Brighton. We like your Village and we think
we have something to offer your Village. We also want a nicely landscaped area
to work and grow in that would impress anyone who sees it. If we cannot formu-
late some way to begin operating fully, we will probably have to disband our op-
eration at our present location.

What we need is your help to allow us to begin in the manner mentioned in
the hope of expansion in a year or two. We have only been able to operate at
slightly over a breakeven point due to limits placed on us. If we could oper-
ate fully, there is no doubt in my mind that we would be able to grow and expand.

Your cooperation and attention would be greatly appreciated at your ear-
liest convenience.

Sincerely,

gulL

Rick Wickre

If you have any questions, please do not hesitate to contact us. Both
Daryle and myself would be glad to cooperate with you.
