The following is the r~sult' of my investig~\ion:

Northwestern Bell -Cleveland Avenue

The Council approved a variance for short~term front yard. parking.
One of the conditions for approval'wasthat, the parking lot be of
a dustless surface~ The method .of treatment was, left up to the
applicant and to be approved by staff.

The treatment approved by staff is gravel and oil mixture which
'res ul ts in an orange co 1 ored rock. , Thi s .has been accepted in
the past for dust control. This, material has been installed at
the site.

Fr,om my visual observation on'll-13-79, I w01l1d like to note,that
the lot was packed with snow and,ice and I oannot understand the
rationale'for a compl~int about 'dust at thi~.time. In summarYt
the applicant ha~ met ~11the conditions ~stablished by VN-208.

Northwes tern. This
bui1ding'is still under construction and about 80% of.~he site
work is completed as of 11-1~-79. The storage area_adjacent to
,the railroad tracks on. the northern edge and thestri~age area
adjacent~to Trend Enterprises'is to be a dustless surface~

The surface treatment that now exists is a crushed rock which
has _been ac,cepted as a dustless surface. Similar ,t,o the other
sitet this storage area was'wet with snow and ice,' therefore, I
don't feel at this time there could be a dust problem.

..-
--.

Summary

Both si,tes has induced acceptable dust control measures. If a
resident or someone has' a further, complaint, staff would like the
oppo~tunity to discuss' the matter with the resident., If a problem
of ' dust control remains staff'will contact the property owner and
additional and/or different. treatments will be applied.
