<br />Page 6 <br /> <br />Police <br /> <br />1, Traffic Safety: <br /> <br />Adequate <br /> <br />2, On-Street Parking: <br /> <br />None proposed <br /> <br />3, Site Security: <br /> <br />Adequate <br /> <br />STAFF COMMENTS <br /> <br />Site Plan <br /> <br />The proposed site plan would comply with all 1-2 district <br />requirements except for the decreased parking setback and third <br />drive which would be used jointly. <br /> <br />Variance <br /> <br />A 24 foot setback variance would be required for the parking area <br />along 2nd Street NW. Since 2nd Street is primarily an industrial <br />road and would not be heavily traveled by the general public, a <br />reduced boulevard along this street could still provide an <br />adequate buffer between the street and parking area if adequately <br />landscaped. The applicant is proposing a generous amount of <br />boulevard trees and a 3 foot high berm to partially screen the <br />parking area from public view. The apparent hardship and unique <br />circumstance in this case appears to be created by the linear <br />shape of the lot and the proposed use of 2nd Street NW as an <br />industrial roadway for employee, client, and truck traffic <br />generated by the individual uses located in Brighton Corporate <br />Park, Therefore, 2nd Street becomes similar in use to a private <br />road, whereby, the general public would not travel the road for <br />everyday purposes, if at all. By reducing the setback for <br />parking along 2nd Street NW, the applicant would be able to <br />provide additional parking otherwise not possible. It should be <br />noted the actual parking stalls would be located 40 feet from the <br />2nd Street NW right-of-way, The parking aisle would be located <br />as close as 16 feet from the right-of-way, however, since <br />vehicles would not be parked in the aisle, and the 2nd Street NW <br />boulevard would be landscaped and bermed, the requested variance <br />should not adversely impact the aesthetics of Brighton Corporate <br />Park or diminish the appearance and effectiveness of the 2nd <br />Street NW boulevard. <br /> <br />Special Use Permit <br /> <br />The provision of a third drive to the subject site from 5th <br />Avenue NW requires a special use permit. However, the drive <br />would also serve the parcel to the north and thus be considered a <br />, joint driveway. According to the Brighton Park concept plan, <br />Parcel 2 to the north and the subject parcel would share the <br />joint drive off of 5th Avenue NW as well as the drive off of the <br />2nd Street NW cul-de-sac.
