These areas should be lighted to <br />discourage loitering. <br /> <br />STAFF COMMENTS <br /> <br />The proposed site plan complies with the City's Comprehensive <br />Plan and B-3 district requirements. The number of curb cuts to <br />the subject site would be reduced from 3 to 2. <br /> <br />The proposed Super America structure would be located closer to <br />Silver Lake Road than the adjacent Dairy Queen structure, <br />however, the Super America structure would be in compliance with <br />the B-3 setback requirements. To soften the impact of the <br />proposed Super America structure, a landscape screen or the <br />proposed landscape planter should be extended along the north <br />side of the structure. Such an arrangement would also serve to <br />discourage loitering in this area. <br /> <br />RECOMMENDATION <br /> <br />Motion to RECOMMEND APPROVAL OF LP-238, SUBJECT TO THE FOLLOWING <br />CONDITIONS: <br /> <br />1. APPROVAL OF GRADING PLAN BY CITY ENGINEER. <br /> <br />2. APPROVAL OF CURB CUTS BY RAMSEY COUNTY. <br /> <br />3. INSTALLATION OF LANDSCAPE PLANTINGS OR EXTENSION OF <br />LANDSCAPE PLANTER ALONG THE NORTH SIDE OF THE PROPOSED <br />STRUCTURE TO SOFTEN IMPACT ON ADJACENT DAIRY QUEEN <br />BUILDING. <br /> <br />4. PROVISION OF A PERFORMANCE BOND IN THE AMOUNT EQUAL TO 100% <br />OF THE COST OF SITE IMPROVEMENTS EXCLUDING THE STRUCTURE. <br /> <br />5.
