<br />'- <br /> <br />'- <br /> <br />~ <br /> <br />RESOLUTION NO. <br /> <br />84-82 <br /> <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION PROVIDING FOR LIMITED PERMISSION TO MAKE <br />RIGHT TURNS FROM THE BRIGHTON SQUARE SHOPPING CENTER <br />EAST ONTO PALMER DRIVE <br /> <br />WHEREAS, by previous action of this Council, no right <br />turn signs have been placed adjacent to Palmer Drive at the <br />Brighton Square Shopping Center prohibiting right turns from <br />the Brighton Square Shopping Center east onto Palmer Drive; <br />and <br /> <br />WHEREAS, the purpose of said signs is to prevent or <br />discourage excessive traffic in the residential neighborhood <br />of pike Lake Terrace to the east of the Brighton Square <br />Shopping Center, which traffic would constitute a safety <br />hazard and have a detrimental effect on the residential <br />character of the neighborhood; and <br /> <br />WHEREAS, the purpose of so restricting right turns is <br />not served by prohibiting right turns by traffic which has <br />as its destination locations west of Robin Lane on Palmer <br />Drive; and <br /> <br />WHEREAS, such restrictions on right turns places an <br />unreasonable and unnecessary burden on persons living west <br />of Robin Lane on Palmer Drive. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of New Brighton as follows: <br /> <br />1. That the City Manager is directed to establish <br />procedures for the issuance of appropriate permits and <br />identifying stickers, decals, or insignia to persons residing <br />west of Robin Lane and east of the Brighton Square Shopping <br />Center on Palmer Drive who make proper application therefor <br />on forms provided by the City; and <br /> <br />2. That upon establishment of procedures and other <br />necessary preparations, the City Manager or his designee <br />shall replace the no right turn signs adverted to above with <br />appropriate no right turn signs which indicate that authorized <br />vehicles are excepted; and <br /> <br />3.
