LANDSCAPE PlANTINGS TO BE INSTALLED ON SITE AFTER THE
SECOND YEAR OF OPERATION OR SPRING OF 1994, TO BE
APPROVED BY CITY COUNCIL.

3 Ayes - 0 Nayes, Motion Carried.

Margaret Egan, Finance Director, presented the resolution establishing
1991 water and sewer rates and a resolution to authorize a transfer for
water utility assistance. I

The City annually reviews water and sewer services to ensure customer
fees and appropriations from the Environmental Restoration Fund are kept
equal to expenses.

The water services have been found to be in a strong financial position
and it is recommended the existing rate of $.55 per 1,000 gallons remain.

Because of cost increases and elimination of year-end residual, the sewer
services will need a rate adjustment to regain its financial strength. The
sewer operation is a cooperative effort between the City and Metropolitan
Waste Control Commission (MWCC) and 62% of the rate change will be
sent to the MWCC to cover their costs. The proposed adjustment would
change the consumption fee from $1.30 to $1. 7 5 per 1,000 gallons.
While the adjustment is sizeable, this is the first increase since 1984. If
approved, customers will receive adjustments in their May, June and July
billing.

Several topics has been identified for further review and staff recommends
the Financial Policy Advisory Board examine the MWCC accountability,
use of the Envir~nmental Restoration Fund, the meter read program and
the utility billing policy.

Benke said Egan's report was informative and noted that a large portion of
the sewer service increase is as a result of an increase in MWCC charges.

Motion by Benke, seconded by Williams, to WAIVE THE READING AND
ADOPT THE RESOLUTION ESTABLISHING 1991 WATER AND SEWER
RATES: RESOLUTION AUTHORIZING TRANSFER FOR WATER UTILITY
ASSISTANT: AND DIRECT THE FINANCIAL POLICY ADVISORY BOARD
TO ADDRESS THE ADDITIONAL PRIORITIES.

3 Ayes ~ 0 Nayes, Motion Carried.

Council Business

Site Plan for Golf
Driving Range
Report 91 ~099

1991 Water &
Sewer Rates and
Water Utility
Assistance
Report 91-1 00
Resolution 91 ~041
Resolution 91 ~042
