CITY OF NEW BRIGHTON

Agenda Section:

BEQUEST FOR COUNCIL CONSIDERATION

Report Number:
12/4/90

Report Date:

ITEM DESCRIPTION: DEVELOPMENT OF DRIVING RANGE ON MILLER PROPERTY

DEPT. HEAD'S APPROVAL:

N/A

MANAGER'S REVIEW/RECOMMENDATION:

No comments to supplement this report

Comments below/attached

EXPLANATION/SUMMARY (attach supplemental sheets as necessary):

The Council has directed staff to prepare a proposal for temporary use
of the recently acquired Miller property. The Miller property was
acquired in anticipation of redevelopment of the NW quadrant of 1-694
and I-35W. The NW quadrant is one of the redevelopment target sites
identified in the Highway 8 Corridor Plan. It also is one of the
largest target sites and the most visible. The Miller property is one .
of the largest and a key parcel in the quadrant. ownership of this
property gives the City control over future development of the area and
is a step toward implementation of the Highway 8 Corridor Plan.
Ultimately, the plan is to sell the Miller property to a private
, developer or business as part of the redevelopment of the NW quadrant.
When that. will occur is difficult to predict. It depends on market
conditions and the city's ability to control or acquire other properties
in the area. It is expected to be at least 5 years before redevelopment
of the NW quadrant occurs. The Miller property is vacant land,

continued. . . . .

Recommendation

To direct staff to proceed with development of a driving range at the
Miller site including:

* Preparing an agreement for site preparation with Shafer
Construction
* Preparing a final site plan for Planning commission and Council
approval
* Finalizing operating expenses and revenues for inclusion in the 5
year financial plan
* Directing staff to prepare a resolution amending the 1991 budget to
authorize expenditures of $63,980 for construction of a golf
driving range.
* Directing staff to prepare plans and specifications for a miniature
golf facility to be constructed in the spring of 1992

~/4//~d a~~/
/Maurice H.
