COUNCIL MEETING <br />MINUTES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Commission Minutes - None <br /> <br />Soedal Order of Business <br /> <br />Mayor Benke presented the State of the City Address. <br /> <br />As we enter 1991, some would argue that it is the first year of the new <br />decade. 1990 was the first year of the new decade in other arguments. I <br />think without question as we look at the world around us, 1990 in terms <br />of world events, at least, was a year that brought us at the start from a <br />world of promise, I think to now a world of peril. That speaks specifically <br />to the Kuwait invasion, Desert Shield Operation and the pending January <br />15th deadline, that is staring our President and troops in the face. We <br />started the year, as you would recall with the fall of the Berlin Wall. We <br />saw the reunification of Germany and saw Gorbachev visit. I think most <br />of us were looking forward to a period of time where we didn't have to <br />worry about a cold war or the threat of communism.
