CONSIDERATION OF AUTHORIZATION FOR RESTAURANT ON- <br />SALE LIQUOR LICENSES TO ADAGIO, MAIN EVENT. TRI-CITY <br />LEGION, SOUTH CHINA INN III, AND ON-SALE CLUB AND <br />SUNDAY SALES LICENSES FOR NEW BRIGHTON EAGLES CLUB <br />FOR JANUARY 1 THROUGH DECEMBER 31, 1991; PROVIDED ALL <br />INSURANCE AND OBLIGATIONS ARE SATISFIED. <br /> <br />5 A yes - 0 Nayes, Motion Carried <br /> <br />Public Hearina - none <br /> <br />Council Business <br /> <br />Samantha Orduno, Assistant to the City Manager. said the Human Rights <br />Commission (HRC) explored handicap accessibility in City Parks. <br /> <br />Maurie Anderson, Park and Recreation Director, said that of the City's 9 <br />parks, 7 have play equipment and other recreation facilities. Of the 7 <br />parks, 3 have handicap accessible buildings, but many of the play areas <br />are not accessible. He feels Hansen Park's equipment and access areas <br />could be modified and it could serve as a pilot park. If Hansen receives <br />increased use from handicapped citizens, the remaining parks could be <br />modified. <br /> <br />Orduno read the HRC recommendation: "The Human Rights Commission <br />recommends that Hansen Park become a pilot park for structured <br />upgrading to handicap accessibility. The use of the park by handicapped <br />individuals should be monitored in order to effectively evaluate plans to <br />upgrade and/or modify other City parks. It is recommended that a policy <br />be developed that will provide for handicap accessible equipment and <br />access routes when equipment is replaced or repaired." <br /> <br />Park Board will review the project and include it in the upcoming Capital <br />Improvement Plan. Discussions at the February Park Board meeting will <br />include tennis court and free-skating area renovations and handicap <br />accessibility. Williams confirmed the Park Board's responsibility in <br />developing a recommended handicap accessibility policy. <br /> <br />Motion by Williams, seconded by Rebelein, to ACCEPT HUMAN RIGHTS <br />COMMISSION'S RECOMMENDATION AND DIRECT IT TO PARK BOARD. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Anderson said staff was directed to prepare a proposal for temporary use <br />of the vacant Miller Property owned by the City and located east of Old <br />Highway 8, north of 694 and west of 35W. After much research. a golf <br />driving range is proposed to be constructed in such a way as to keep <br />construction and start up costs low. This allows for easier conversion of <br />the site for development at a later date.
