<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 13, 1990 <br /> <br />Page 6 <br /> <br />Council Business, continued <br /> <br />Dean Vlahos, Champps', said his first unit opened ten years ago in 5t, <br />Paul and currently operates four Metro Area units. He feels the facility's <br />location is excellent and would like to do business in New Brighton. He <br />intends to interview all existing staff and make the transition as smooth as <br />possible. The proposed restaurant would have seating for 159 persons <br />and be a scaled-down version of other Champps' units. <br /> <br />Childs said additional revenues of about $4,700 are expected from the <br />sale of liquor licenses and revenue of $35,000-$40,000 from annual <br />property taxes. <br /> <br />The kitchen would be enlarged and the basement area would be used for <br />food preparation. In the past, Vlahos has built and operated a unit for <br />least 3 years, and then franchised it. If the facility is sold, the new <br />owners would need to meet the expectations Kraus Anderson has put into <br />the lease, <br /> <br />Ray McCullach, broker, had spoken to Childs regarding the property, and <br />feels the Champps' offer appears different than the original Council <br />criteria. Benke said word of the sale has circulated for several months and <br />this is the best offer received. <br /> <br />Bill Voller, Liquor Consultant, noted concern of the City's potential loss of <br />control over liquor related problems. He said the City has done an <br />excellent job of controlling problems, and feels the Brandywine has <br />potential for larger profits. Benke said today's market is very different and <br />controlling liquor related problems is difficult because private liquor stores <br />border the city on all sides. <br /> <br />Tom Alexa, resident, noted his house is the closest to Brandywine and <br />that he has not received notice of the sale. His concerns relate to <br />increased traffic levels and lower property values. He said that if <br />Champps' was located a mile away it would be acceptable, but objects to <br />it being located a block from his home. Vlahos stated that he is sensitive <br />to Mr. Alexa's concerns, and will personally be available to address any <br />problems. <br /> <br />Frank Dallman, 2001 Palmer Drive, agrees with Alexa and suggests <br />deferment for 90 days. He enjoys Brandywine's atmosphere and hates to <br />see it close. <br /> <br />Pete Varhol, Powerhouse employee, feels the un profitability of the <br />operation can be attributed to poor inventory purchases and overstaffed <br />management. <br /> <br />Council Business <br /> <br />Purchase <br />Agreement for <br />Palmer Drivel <br />Brandywine <br />Report 90-235 <br />
