<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />STATEMENT OF REASON FOR SPECIAL USE PERMIT <br /> <br />This application is necessary to comply with the requirements of <br />Section 5-360 which requires a special use permit for any building <br />developed in the Downtown Business District, B-4. <br /> <br />The proposed facility is a Family Service Center for the City of New <br />Brighton which is designed for the NE corner of 10th Street NW and <br />Old Highway 8; between 10th and the freeway. <br /> <br />The proposed use is in a B-4 district and is a permitted use allowed by <br />Section 5-340 with reference to 5-220. The building is proposed to <br />contain: community service offices; community education offices and <br />classrooms; community meeting rooms, exercise, gym, and child <br />indoor play areas; and support areas. <br /> <br />The facility is designed as a two story building. The currently proposed <br />area is approximately 77,700 sf of which 42,440 sf is located on the <br />first floor. Structural provisions will be made for adding a future <br />third floor over the east half of the building, and the building is set <br />back from Old Highway 8 to permit adding ground level floor space to <br />the west side. The parking areas will be located to the south and east of <br />the building. <br /> <br />It is anticipated that the existing creek will remain. It will be crossed <br />or covered only for pedestrian and vehicle access as indicated on the <br />Site Plan. The building is designed to occupy that portion of the site, <br />north of the creek, that is presently fairly open. The landscape design <br />has not been developed but the concept is to re-establish the natural <br />character with materials that now exist on the site. <br />
