<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 9,1990 <br /> <br />Page 2 <br /> <br />Special Order of Business, continued <br /> <br />Tom Brever, Co-Chair "Vote Yes" Committee, said a levy is needed <br />because revenues have not outpaced expenses and fall below the <br />projected expenses for the next several years. The instability can be <br />attributed to legislative funding changes, a $260,000 Hennepin County <br />error, a Ramsey County error in AFDC units, tornado expenses, teacher <br />retirement act, property valuation changes, and pupil units. Several other <br />school districts are facing levies this year because of changes in funding. <br /> <br />The failure of last year's levy caused a $500,000 deficit. If the 1990 levy <br />is not passed, ISO #282 must take action to cut costs or go forward with <br />a consolidation. If a deficit situation occurs, the Department of Education <br />would exercise its powers through dismantling or forcing a consolidation. <br /> <br />Upon levy passage, a residential property valued at $90,000 would see an <br />increase in annual taxes from $372 to $475 or $9.00 per month. The <br />recent decreases in ISO #282 taxes can be attributed to changes in <br />legislative school funding and cancellation of the district's debt. <br /> <br />Brever noted the combination of the school levy and the community center <br />referendum illustrates that New Brighton is a community with a strong <br />education system and high quality of life. <br /> <br />Sherry Grandrud, ISO #282 resident and "Vote Yes" committee, is very <br />impressed with the district's commitment to high quality education. <br /> <br />Benke acknowledged that Council cannot publicly endorse the levy, but <br />encouraged residents to evaluate the information and get out to vote. <br /> <br />Mr. Brever said the committee has found that senior citizens are very <br />positive about the levy. <br /> <br />Consent Aqenda <br /> <br />Motion by Brandt Rebelein, seconded by Williams, to APPROVE THE <br />CONSENT AGENDA: <br /> <br />Special Order of <br />Business <br /> <br />#282 Levy <br />Referendum <br /> <br />Consent Aqenda <br /> <br />1.
