<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 9, 1 990 <br /> <br />Page 4 <br /> <br />Council Business, continued <br /> <br />Staff and Ramsey County have worked to resolve the concerns raised at <br />the improvement hearings by shifting the new road slightly to the west to <br />land which is anticipated to be redeveloped in the future. <br /> <br />The cooperative agreement states that Ramsey County will bid and <br />contract the project. The County will maintain the road and the City will <br />maintain the sidewalk. The City will acquire and pay for needed right-of- <br />ways, sidewalk, utility services, portion of curb and gutter, portion of <br />retaining walls, and a percentage for engineering fees. The City portion is <br />$102,491.26. The right-of-way, sidewalk, and retaining walls will be paid <br />through MSA funds. The curb and gutter and utility services are proposed <br />to be special assessed against benefitting properties. <br /> <br />A resolution is needed to prohibit parking on both sides of 5th Avenue <br />between County Road E-2 and Old Highway 8. This area has been posted <br />no-parking for many years, but no official action establishing it was found, <br />The resolution will legitimize the existing ban for enforcement purposes. <br /> <br />Proper noted the assessment rates are lower than originally estimated. <br /> <br />Williams asked if the new roadway section would be the same width as <br />the part of 5th Avenue, south of County Road E-Z. Proper said that part <br />south of County Road E-2 is a City street and is 44 feet wide and 5th <br />Avenue north of Old Highway 8 is a County road and is 48 feet wide. <br />The new roadway section is proposed to be 50 feet wide. <br /> <br />Williams feels a wider roadway section may encourage truck traffic and <br />faster speed levels. He suggested the street width be reduced by Z feet <br />to match the existing 48 foot road width north of Old Highway 8, <br /> <br />Brandt Rebelein feels increasing the width of a small roadway section by 2 <br />feet could be regarded as an example of poor planning. <br /> <br />Williams noted that a public hearing on the proposed County State Aid <br />Rules has been scheduled on December 18th in St. Paul. <br /> <br />Motion by Williams, seconded by Brandt Rebelein, to DEFER ACTION ON <br />THE APPROVAL OF THE 5TH AVENUE NW RECONSTRUCTION PROJECT <br />IN ORDER TO REQUEST FOR CONSIDERATION A WIDTH VARIANCE AND <br />REQUEST STAFF TO REPORT BACK TO COUNCIL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried, <br /> <br />Proper said the lake Diane residents met September 17th to discuss the <br />restoration project's 1991 work plan and budget.
