<br />IcounCiI Meeting Minutes <br />eptember 25, 1990 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />Samantha Orduno, Assistant to the City Manager, explained that the <br />ordinance amending City Code Chapter 11, Regulation of Garbage Haulers, <br />was approved at the September 10th Council Meeting. <br /> <br />Recently, calls were received regarding a person scavenging aluminum <br />cans which had been set out for collection by the licensed recycling <br />service. A primary concern if the licensed hauler did not collect his <br />estimated amount of aluminum is that the loss of this revenue could be <br />passed on in the form of increased costs to the residents. <br /> <br />To resolve this potential problem an amendment changing the effective <br />date of Section 3 would give enforcement ability to the City Sanitarian. <br /> <br />Motion by Gunderman, seconded by Brandt Rebelein, to RESCIND THE <br />MOTION MADE ON SEPTEMBER 10,1990, RELATING TO THE SECOND <br />READING AND ADOPTION OF AN ORDINANCE RELATING TO <br />REGULATIONS OF HAULERS OF GARBAGE, REFUSE AND RECYCLING <br />I AND YARD WASTE; AND WAIVE THE SECOND READING AND AMEND <br />. THE DRAFT ORDINANCE RELATING TO THE REGULATION OF HAULERS <br />OF GARBAGE, REFUSE, RECYCLABLES AND YARD WASTE TO MAKE <br />THE EFFECTIVE DATE OF SECTION 3 OF THE ORDINANCE TO BE UPON <br />PASSAGE AND PUBLICATION OF THE ORDINANCE. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Erny Mattila, City Planner, said the Planning Commission recently <br />reviewed the proposed Comprehensive Plan amendment regarding the <br />wording of corporate headquarters or mixed commercial uses on the JUO <br />site. (A 50 plus acre vacant parcel at the NW intersection of Silver Lake <br />Road and County Road "E".) <br /> <br />The following options were made available to the Commission: <br /> <br />1 . Designate the JUO site for Single Family Residential with no <br />mention of corporate campus or mixes commercial uses. <br />2. Designate the JUO site for Single Family Residential and reinsert <br />the language allowing for a corporate campus. <br />3. Designate the JUO site for Single Family Residential and introduce <br />language allowing for mixed commercial uses. <br />14.
