IcounCiI Meeting Minutes
eptember 25, 1990

Page 3

Council Business

Samantha Orduno, Assistant to the City Manager, explained that the
ordinance amending City Code Chapter 11, Regulation of Garbage Haulers,
was approved at the September 10th Council Meeting.

Recently, calls were received regarding a person scavenging aluminum
cans which had been set out for collection by the licensed recycling
service. A primary concern if the licensed hauler did not collect his
estimated amount of aluminum is that the loss of this revenue could be
passed on in the form of increased costs to the residents.

To resolve this potential problem an amendment changing the effective
date of Section 3 would give enforcement ability to the City Sanitarian.

Motion by Gunderman, seconded by Brandt Rebelein, to RESCIND THE
MOTION MADE ON SEPTEMBER 10,1990, RELATING TO THE SECOND
READING AND ADOPTION OF AN ORDINANCE RELATING TO
REGULATIONS OF HAULERS OF GARBAGE, REFUSE AND RECYCLING
I AND YARD WASTE; AND WAIVE THE SECOND READING AND AMEND
. THE DRAFT ORDINANCE RELATING TO THE REGULATION OF HAULERS
OF GARBAGE, REFUSE, RECYCLABLES AND YARD WASTE TO MAKE
THE EFFECTIVE DATE OF SECTION 3 OF THE ORDINANCE TO BE UPON
PASSAGE AND PUBLICATION OF THE ORDINANCE.

4 Ayes - 0 Nayes, Motion Carried

Erny Mattila, City Planner, said the Planning Commission recently
reviewed the proposed Comprehensive Plan amendment regarding the
wording of corporate headquarters or mixed commercial uses on the JUO
site.
