<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />July 10, 1990 <br /> <br />Page 6 <br /> <br />Council Business, continued <br /> <br />Childs presented the conditional purchase agreement for acquisition <br />of property for the proposed community center. <br /> <br />Based on Task Force site deliberations, the 11.5 acre Harstad site <br />at the northwest corner of 5th Avenue NW and 10th Street NW is the <br />recommended community center site. <br /> <br />The proposed agreement is based on a pri ce of $930,000. Several <br />contingencies must be satisfied to allow the purchase to proceed. <br />Two key provisions are approval of the November levy referendum and <br />approval of the sale by the bankruptcy courts. Other conditions <br />relate to soils and permits for wetlands and ditch modification. <br /> <br />Because of previous Council actions, deferral is requested. <br /> <br />Moti on by Brandt Rebel ei n, seconded by Larson, to DEFERRAL OF <br />EXECUTION OF PURCHASE AGREEMENT WITH KEITH HARSTAD FOR PROPOSED <br />COMMUNITY CENTER SITE TO THE JULY 24, 1990, COUNCIL MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Paul Kirkwold, Ramsey County Deputy Public Works Director, <br />presented the Silver Lake Road Reconstruction Project. <br /> <br />The Silver Lake Road reconstruction area includes <br />I-694. Major intersection improvements involve: <br />Street, and Forestdale Road and 7th Street. <br />projected to begin in 1992. <br /> <br />Silver Lane to <br />5th Street, 3rd <br />Construction is <br /> <br />Alternative One proposes a four-lane roadway with two travel lanes <br />in each direction, continuous center left turn lane, sidewalks on <br />both sides, realignment of 7th Street and Forestdale Road <br />intersection, and creation of a cul-de-sac on 8th Street. <br /> <br />Alternative Two proposes construction of a median through the entire <br />length of the roadway. . <br /> <br />Alternative Three proposes a four-lane roadway with a combination of <br />medians or two-way center left turn lanes, and sidewalks on both <br />sides from Silver Lane to County Road E. North of County Road E the <br />plan includes a sidewalk constructed on the east side of Silver Lake <br />Road.
