WHEREAS, an application for a special use permit has been made by New Brighton Care Center ! to allow for the construction of an addition onto an existing nursing home. I I II II I I I I I I I I I I I I Page 1 of2 I II WHEREAS, the procedural history of the application is as follows: 1. An application for a special use permit, SP-184, was filed with the City of New Brighton on June 30, 1994. The Planning Commission, pursuant to published and mailed notices, held a public hearing on July 19, 1994, and January 17, 1995, and all persons present at the hearing were given an opportunity to be heard. The City Council considered SP-I84 at its meeting on May 9, 1995. 2. 3. The subject site is zoned B-4, Downtown Business. Any construction activity in the B-4 district requires a special use permit. New Brighton Care Center is an existing nursing home proposing to construct a 13,000 square foot addition. The proposed expansion would not increase the number of residents at the nursing home, but would serve to increase the size of resident rooms, enlarge the dining room, and create office space. The proposed expansion would also include the construction of a 42 stall parking lot adjacent to the existing facility that would reduce the need for on-street parking and reduce the impact on surrounding land uses. The proposed addition would be designed to compliment the townhouses proposed for the site adjacent to the north. The establishment, maintenance, or operations ofthe special use will not be detrimental to or endanger the public health, safety, morals, or comfort of the general public. The special use will not be injurious to the use and enjoyment of other property in the immediate vicinity for the purposes already permitted, nor substantially diminish and impair property values within the neighborhood. The establishment of the special use will not impede the normal and orderly development and improvement of the surrounding property for uses permitted in the district. 10. Adequate utilities, access roads, drainage and/or necessary facilities have been or are being provided. 11.
