<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a public hearing of the New Brighton City Council was held <br />Monday, December 18, 1989, at 7:30 p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Brandt, Gunderman, Larson, and Williams. <br /> <br />Absent: <br /> <br />None <br /> <br />Also <br />Present: <br /> <br />David Childs, City Manager <br />Margaret Egan, Finance Director <br />Charlie LeFevere, City Attorney <br />Kevin Locke, Community Development Director <br />State Senator Steve Novak <br />State Representative Dick Pellow <br /> <br />PUblic Hearing <br /> <br />Benke said the purpose of tonight's public hearing is to provide <br />City residents the opportunity to review and comment on the 1990 <br />Budget. <br /> <br />The City has proposed to increase total property taxes by $433,200 <br />over the 1989 amount. This results in an increase of 18% in tax <br />collections. <br /> <br />Of the increase, $402,000 is needed to replace state aid shifted <br />from the City to the School District. If state aid had not been <br />shifted, the change would have been an increase of $31,200 or 1%. <br />The proposed 1% increase by the City may be further decreased after <br />additional review by Council and staff. <br /> <br />Margaret Egan, Finance Director, presented the recommendations for <br />the 1990 Budget. <br /> <br />The 1990 budget will continue all current services, but also allow <br />for service enhancements. These service enhancements include: <br />upgrade servicing of the fleet, increased cable television <br />programming, expanded animal control, additional fire inspection, <br />greater commitment to community events coordination, continued <br />computer applications, construction of fleet storage building, <br />improved sidewalk snowplowing, addition of a second recycling day <br />per month, and a hazardous materials response team. <br /> <br />Public Hearing <br /> <br />Review of the 1990 <br />Budget <br />Report 89-303 <br />
