The State Review of the 1990 <br />increased funding for Minnesota1s 420 Independent School Districts Budget <br />from 62% to 64%, but 1 imited school districts to a mi 11 levy Report 89-303 <br />referendum once per year. <br /> <br />Council applauds Legislature's decision to encourage public <br />participation in the decision making process. <br /> <br />As a requirement, the public hearing notice was published in the <br />Minneapolis Star and Tribune and St. Paul Pioneer Press newspapers. <br />Benke thanked the New Brighton Bulletin and the Focus for publishing <br />the hearing notice at no cost. <br /> <br />Novak confirmed that the State1s method of calculating taxes was <br />changed from a mill rate method to a tax capacity method. <br /> <br />State Representati ve Di ck Pellow feels New Bri ghton is doi ng an <br />excellent job in managing the budget and compares favorably to other <br />equally sized cities. <br /> <br />Pau 1, 19th Avenue SW, fee 1 s i ncreas i ng taxes on gas and 1 i quor <br />establishments would relieve the property tax burden. <br /> <br />Benke said final action on the budget will be taken at the December <br />26, 1989, Council Meeting.
