On-Street Parking: <br />3, Site Security: <br /> <br />Adequate <br />None <br />Adequate <br /> <br />STAFF COMMENTS <br /> <br />The proposed day care facility complies with the standards of the B-1 district and the City's Parking <br />requirements. A day care facility is also identified in the Comprehensive Plan, Neighborhood Five, as <br />being one of the commercial uses which may be appropriate for the subject site. <br /> <br />The proposed day care facility would face Silver Lake Road and have an off street parking area located <br />in front. A wetland area which currently exists on site would be mitigated or reshaped to occupy a large <br />portion ofthe 58 foot front yard setback area located between the proposed parking lot and Silver Lake <br />Road. This wetland area is protected and must be allowed to exist in it's natural state. <br /> <br />The proposed day care site would have three separate outdoor play areas which would be located <br />between the proposed building and the adjacent residential lot lines. These play areas would be buffered <br />from the adjacent residential properties by a coniferous and deciduous landscape screen being 25 feet in <br />width and running the entire length ofthe west and north property lines. Adjacent residents have <br />reviewed these plans in my office and indicated the landscape screen was impressive. <br /> <br />The residents I have spoken to are also concerned over light reflecting onto their properties from the light <br />standards proposed. The applicant is proposing three 30 foot high light standards with shoe box style <br />fixtures and sodium lighting. These fixtures could be equipped with blinders if a light reflection problem <br />occurs. <br /> <br />The County has given the applicant preliminary approval of the proposed curb cut on Silver Lake Road <br />for the proposed access drive. It is anticipated the County will formally approve the curb cut. The only <br />comment the County had was that they were pleased to see the curb cut was not located across from the <br />median break. The proposed curb cut location would not allow traffic traveling north on Silver Lake <br />Road to cross over the south bound lane into the access road. It would be a right in and right out traffic <br />pattern. The proposed access road would eventually be extended south across the remaining vacant piece <br />of commercial land to County Road E. This arrangement would allow north bound traffic on Silver Lake <br />Road to access the site from County Road E. <br /> <br />The proposed minor subdivision would simply split the day care site off from the remaining three plus <br />acre commercial property which remains vacant to the south. The Planning Commission is not being <br />asked to hold a public hearing on the lot split. Since that particular application was late, a public hearing <br />notice could not be published in time for the Planning Commission meeting.
