Site Security: <br /> <br />Adequate <br />None proposed <br />Adequate <br /> <br />STAFF COMMENTS <br />The proposed garage project would improve the existing site conditions on the subject site. Currently, the <br />subject site does not contain any enclosed parking. The City's Parking Ordinance requires one parking <br />stall per unit be enclosed, The proposed six and seven stall garages would serve to bring the subject site <br />further into compliance with that requirement. Also, the applicant is proposing to vigorously landscape <br />the existing site and enclose the existing dumpsters, <br /> <br />The above proposed improvements would require the approval of a nonconforming use permit and site <br />plan review approval. <br /> <br />NONCONFORMING USE PERMIT <br /> <br />The existing Type IV nonconformities on the subject property are: <br />1. The parking lot is not curbed; <br />2. Lack of enclosed parking stalls; <br />3, The existing apartment building is only setback 10 feet from the rear property line ( A 30 foot setback <br />is required); <br />4, The existing dumpsters is not enclosed; <br />5, The existing parking lot encroaches onto adjacent property in two locations; and <br />6, The subject site is void of any shrubs, trees, or other landscape material. <br /> <br />The applicant proposes to reduce some of these nonconformities by making the following improvements: <br />1. Provide for 13 enclosed parking stalls; <br />2, Enclose the existing dumpsters; <br />3. The applicant's Attorney has obtained parking and driveway easement rights for the two locations <br />where the existing parking lot encroaches onto adjacent property; <br />4. The provision of new landscaping on the subject site would upgrade said site to meet with current <br />landscaping expectations for new construction. <br /> <br />Where Type IV nonconformities are present on a lot, the construction of new structures requires City <br />Council approval. Such permission can only be granted if the City Council determines the number of <br />nonconformities have been reduced to the greatest practical extent. <br /> <br />SITE PLAN REVIEW <br /> <br />The proposed improvements would bring the parking situation at the subject site into closer compliance <br />with the Parking Ordinance.
