I

I

I

Council Meeting Minutes
October 3, 1989

Page 10

Pub1ic Hearing - Donatelle Watermain Extension, Project 88-26
9:37-9:38 p.m.

The project consists of a City watermain extension from 4th Avenue
NW and County Road E2 to a dead end ,watermain on the E-l Mini
Storage property south of County Road E2. The watermain provides
water service to the new Donatelle building and improves system
reliability and improved fire flows for Hypro Pump and E-l Mini
Storage.

A portion of the project cost is proposed to be paid from the water
utility fund for the general system benefit achieved by looping the
dead end watermain. The parking lot restoration on the Donatelle
property was omitted from the contract by agreement with the
property owner and the speci a 1 assessment against th is property
reduced by the restoration cost of $1,798.25.

This project benefits the Donatelle property, Hypro Pump, and E-l
Mini Storage by providing water service and improving flow rates for
fire protection. It also benefits the City as a whole by the
elimination of dead end mains. The most equitable and straight
forward way to assess this project is to divide the total project
cost by four, yielding an assessment rate of $15,620.55 per lot and
a $15,620.55 charge to the water utility fund.

There were no comments from the audience.

f't.oti on by Benke, seconded by Wi 11 i ams, to CLOSE THE PUBLIC HEARING.

5 Ayes - 0 Nayes, Motion Carried

Motion by Benke, seconded by Brandt, to WAIVE THE READING AND ADOPT
THE RESOLUTION APPROVING THE SPECIAL ASSESSMENTS ON THE DONATELLE
WATERMAIN EXTENSION PROJECT 88-26.

5 Ayes - 0 Nayes, Motion Carried

Motion by Benke, seconded by Brandt, to WAIVE THE READING AND ADOPT
THE RESOLUTION ORDER PAYMENT OF WATERMAIN COST ON PROJECT 88-26 FROM
THE WATER UTILITY FUND.

5 Ayes - 0 Nayes, Motion Carried

Public Hearing

Donate11e Watermain
Extension Project 88-26
Report 89-238
Resolution 89-128
Resolution 89~129
