With the City's right-of-way <br />area computed at twi ce the rate of the si ngl e fami ly property. <br />There are 35.58 acres of residential property in the drainage area <br />and 4.83 acres of City street right-of-way. The storm sewer cost <br />of $190,565.49 will be assessed at $4,212.32 per acre. <br /> <br />The sidewalk and a portion of the road work are eligible for <br />reimbursement through MSA. The Ci ty wi 11 recei ve an estimated <br />$565,000 from MSA on Project 85-1. The City will pay Ramsey County <br />an estimated $819,570 for the City portion of the construction and <br />engineering costs. <br /> <br />Because of the 1 ate start on the south phase constructi on, many <br />areas are currently still under construction and the sidewalks and <br />sodding won't be completed next year. <br /> <br />Benke verified that both the north and south phases are based on the <br />same unit price. Proper acknowledged that the north phase overran <br />the contract amount by 5%; that is, about $50,000. <br /> <br />Mr. Paglin, 1300 Long Lake Road, found an error in the wording of <br />the public hearing notice and notified staff. Mrs. Helen Lambert, <br />2560--14th Avenue NW, sent a letter to staff expressing concerns <br />about her ability to pay the assessment. <br /> <br />Larson asked what effect the cold weather woul d have on the <br />finishing touches of the south end curbing and sidewalk. Proper <br />said residents will be able to use their driveways this winter, but <br />the sidewalks may not be completely finished this year. Larson <br />asked if temporary parking arrangements have been made. Proper <br />verified that the curb curing takes about a week and during that <br />time the residents would not be able to drive onto their properties. <br />The County will notify the residents in the morning to remove their <br />vehicles from the area and instruct them to park on the sidestreets. <br /> <br />Brandt asked if low temperatures adversely affect the curing of the <br />concrete and whether conditions would be monitored daily. Proper <br />said if the temperatures drop below 36 degrees, blankets will be <br />applied to the curbing.
