<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 11, 1989 <br /> <br />Page 7 <br /> <br />Council Business, ~ontinued <br /> <br />Twin City Construction Company's experience and qualifications were <br />reviewed by the City's engineering consultant, Barr Engineering. <br />Mr. Gregory Keil, Barr Engineering, has recommended that the <br />contract be awarded to Twin City Construction Co. <br /> <br />Captain Mark Connor, Department of the Army, and William Skallerud, <br />Attorney, have worked together to arrange a payment plan. <br /> <br />The Army has agreed to pay all bills associated with the permanent <br />G.A.C. water treatment facility within 30 days of submittal or <br />reimburse the City for interest paid to contractor if payment is <br />made beyond the 30 day period. <br /> <br />Larson asked if Mr. Keil felt confident that Twin City Construction <br />Co., could build a quality facility without cost increases. Mr. <br />Keil said Twin City Construction Co. has been in business since <br />1951, and has used one bonding company for 20 years with never a <br />default on a bond. Even though, Barr Engineering cannot guarantee <br />Twin City Construction's work, a thorough reference check has found <br />many satisfied customers. <br /> <br />Williams asked if the construction of the G.A.C. facility requires <br />unique experience or equipment. Mr. Keil said Twin City <br />Construction Co. proposes to use subcontractors which appear <br />qualified in the type of construction associated with this facility. <br /> <br />Williams is pleased that the Twin City Construction Company's bid <br />was 28% below the engineer's estimate. <br /> <br />Mot i on by Wi 11 i ams, seconded by Larson, to AWARD THE BID FOR THE <br />PERMANENT GRANULAR ACTIVATED CARBON WATER TREATMENT FACILITY, <br />PROJECT 88-29 TO TWIN CITY CONSTRUCTION COMPANY OF FARGO, NORTH <br />DAKOTA, IN THE AMOUNT OF $2,870,600. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Announcements and Updates <br /> <br />Council Bus i ness <br /> <br />Awarding of Contract <br />for GAC Water <br />Treatment Facility <br />Report 89-105 <br /> <br />Announcements & Updates <br /> <br />Wi 11 i ams noted that a Ramsey County League of Local Governments RCLLG Meet i ng <br />meeting, regarding the relationship b~tween cities and school <br />districts, will be held on Wednesday, April 19th, 7:30 p.m., at <br />Turtle Lake Elementary School. Before the meeting, the Legislative <br />Committee will meet at 6:30 p.m. to discuss legislative issues <br />involving the anti-plastic container ordinance being considered by <br />suburban communities. <br />
