<br />1 <br /> <br />III <br /> <br />1 <br /> <br />Council Meeting Minutes <br />February 28, 1989 <br /> <br />Page 13 <br /> <br />Council Business, continued <br /> <br />The land had been declared surplus by the army but has since been <br />removed from the surplus property list. But, after discussing this <br />the General felt this would be an adequate use of the excess land. <br /> <br />The City of Arden Hills is the lead agency in this effort and would <br />assume the largest share of the cost si ncei ts needs are the <br />greatest. <br /> <br />The site could accommodate four softball fields, two soccer fields <br />and one baseball field with adequate parking and an area for <br />concessions, restrooms, etc. <br /> <br />The New Brighton Parks Department is in need of quality softball <br />and baseball fields and support this effort. <br /> <br />Staff does not have a cost estimate, however the grading costs would <br />be relatively modest since the land is nearly flat and is well <br />drained. The National Guard would be asked to provide earth moving <br />services, further reducing costs. Construction would be <br />accomplished over a two year period. <br /> <br />Anderson stated that the City does not obligate itself to <br />participate in the development of this property by agreeing to be <br />a party to the request. If successful in securing Army permission <br />to use the site, then a more detailed use and cost study would be <br />performed. <br /> <br />Benke asked if the use of these fields would free up space for the <br />softball program. Anderson said that Arden Hills has more need for <br />these fields and would use possibly three of the four fields. He <br />does not see this as being a major location for the New Brighton <br />softball program. <br /> <br />Larson said the soccer facil ities in the City are very poor and <br />lacking. This proposal could possibly fulfill the needs of the area <br />Soccer Associations. <br /> <br />Motion by Gunderman, seconded by Larson to WAIVE THE READING AND <br />ADOPT THE RESOLUTION SUPPORTING THE LEASE OF ARSENAL PROPERTY FOR <br />SHARED ATHLETIC FACILITIES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Joint Lease of TCAAP <br />Property <br />Report 89-49 <br />Resolution 89-26 <br />
