But, after discussing this the General felt this would be an adequate use of the excess land. The City of Arden Hills is the lead agency in this effort and would assume the largest share of the cost si ncei ts needs are the greatest. The site could accommodate four softball fields, two soccer fields and one baseball field with adequate parking and an area for concessions, restrooms, etc. The New Brighton Parks Department is in need of quality softball and baseball fields and support this effort. Staff does not have a cost estimate, however the grading costs would be relatively modest since the land is nearly flat and is well drained. The National Guard would be asked to provide earth moving services, further reducing costs. Construction would be accomplished over a two year period. Anderson stated that the City does not obligate itself to participate in the development of this property by agreeing to be a party to the request. If successful in securing Army permission to use the site, then a more detailed use and cost study would be performed. Benke asked if the use of these fields would free up space for the softball program. Anderson said that Arden Hills has more need for these fields and would use possibly three of the four fields. He does not see this as being a major location for the New Brighton softball program. Larson said the soccer facil ities in the City are very poor and lacking. This proposal could possibly fulfill the needs of the area Soccer Associations.
