With the repainting of <br />the sound walls it would tend to be an appropriate time to finish <br />the original project. <br /> <br />Williams asked if the completion of the noise wall would have a <br />negative affect on the shopping center. Benke said the extension <br />of the wall could possibly screen the shopping center from the <br />highway. The decision to install the wall would be entirely <br />MN/DOT's. <br /> <br />Williams verified that he seconded the motion for reconsidering <br />the installation of the wall panels, but would prefer landscaping <br />instead of wall panels. <br /> <br />Benke recalled a few years ago the Council and MN/DOT discussed the <br />need to paint the north side of the wall near Pike Lake because of <br />graffiti. A decision was made at that time to delay the repainting <br />until the park trail was completed. The trail is scheduled to be <br />completed this summer and possibly this would be an appropriate time <br />to repaint the wall. Rei erson does not see a problem wi th the <br />repainting of this wall. <br /> <br />Motion by Gunderman. seconded by Brandt. to APPROVE AND WAIVE THE <br />READING ADOPTING THE RESOLUTION APPROVING THE PLANS AND <br />SPECIFICATIONS FOR THE THIRD LAND ADDITION PROJECT ON 1-694 BETWEEN <br />TRUNK HIGHWAY 665 AND LONG LAKE ROAD. <br /> <br />3 Ayes - 0 Nayes. Parks and Recreation Director. presented the Veterans Park Entrance <br />concept plan for the plaza/entrance to Veterans Park. Plan <br /> <br />Report 89-39 <br /> <br />The Council approved a concept plan for the development of Veterans <br />Park in September. 1986. The plaza is intended to be used as a site <br />for Memori a 1 Day ceremon i es and as a seating and rest area for <br />pedestrians. <br /> <br />A local sculptor has created a cast concrete sculpture as a memorial <br />to the crew of the Challenger. He wishes to donate this sculpture <br />to the City for display in the park. The stone World War I memorial <br />will be relocated to another entrance to Veterans Park. There was <br />some discussion as to the location of the sculpture and memorial. <br />
