This is the situation that we are looking
at relative to New Brighton".

Bensing asked if when the City draws water at anyone time, would
this water be drawn from the adjacent areas outside of the plume.

Kleinrath said his is possible because of a circle around each well
that which it draws from are municipal wells.

Bensing said, .Well #7 being on the border might draw quite a bit
of water from outside that plume and so that you have drawn a
barrier up fro t which may not be blocking all that plume coming
down that side. In time to come, it may be that when we start to
pump water we tart to get more contami nat ion. I f we were to use
Well #7, it ;s possible that we would not just be safe from the
plume that you are blocking, so that we would be getting other
contamination f om outside the area. The more water you take from
Well #7 the mor you may run into that".

Kleinrath replied, "you are talking about other sources of
contamination. That is always the case, right now you have been
using Well #7, and it has a relatively stable level. At the rate
you are using n w, it hasn't shown any draw. Traditionally, it is
not drawi ng ve y much outs i de the plume, we don't feel at th is
point".

Bensing asked i Well #7 is being used on a limited basis.

Kleinrath said ell #7 is not being used daily.

Ed Ross, Envir nmental Quality Commission, asked if the EPA would
not pay for the well, would the Army?

Benke said, "no, to my understanding".

Th i e low said, "
frankl y, that i
Army can respon
take a pos it ion

think EPA is not going to take a position on that,
going to be between the City and the Army, and the
to that. The EPA doesn't see itself as having to
on that".

Ross asked, "wo ld the EPA become the defendant in the lawsuit?"

Council Business

Presentation of EPA
Covering Replacement
of Well #7
Report 88-349
