<br />1 <br /> <br />1 <br /> <br />I <br /> <br />Council Meetin <br />December 13, 1 <br /> <br /> <br />Page 16 <br /> <br /> <br />continued <br /> <br />Following the eepening of Wells 8 and 9 to the uncontaminated Mt. <br />Simon-Hinckley quifer, and the drilling of new Wells 10, 11 and 12 <br />into the Mt. Simon-Hinckley aquifer, City staff proposed to drill, <br />at New Bri ghto I s expense, Well 13 to replace Well 7. The MPCA <br />advised City of icials that the City should seek EPA funding for the <br />drilling of Well 13. Consequently, the City applied to the EPA for <br />funding for Well 13. <br /> <br />The MPCA agree to support the City's application for EPA funding <br />for Well 13 i the City woul d agree to provi de the 10% matchi ng <br />funds, normall provided by the MPCA. The City agreed to provide <br />those matching funds. The EPA agreed to provide funding for Well <br />13. Well 13, if it had stayed on schedule, would have been <br />providing New righton residents with clean water since the Summer <br />of 1987. <br /> <br />Throughout law uit negotiations with the Army, the City had frequent <br />telephone conf rences and meeting with EPA officials to advise EPA <br />of the Army s ttl ement offer and the consequences the probable <br />settlement wou d have on Well 13. EPA continually assured the City <br />that Well 13 w s not in jeopardy. <br /> <br />EPA I S true vi e s of the effect of a settl ement on Well 13 were <br />revealed in ea ly 1988, when Mr. Gene Wong, EPA Project Manager for <br />WEll 13, visi ed Senator Durenberger's office in Minneapolis, <br />unannounced, a d spoke with Phil Cohen, Legislative Assistant to <br />Senator Durenb rger. Without factual support, Mr. Wong advised Mr. <br />Cohen that it was his personal belief that Well 13 was not <br />necessary. To that end, Mr. Wong told Mr. Cohen that he personally <br />de 1 ayed work 0 Well 13. Senator Durenberger sent Mr. Adamkus a <br />letter dated M y 19, 1988 reminded EPA of it's commitment to New <br />Brighton and u ging EPA to move quickly with construction of Well <br />13. Subsequen ly, US House Representative Bruce Vento called Mr. <br />Adamkus to inq ire about Well 13. Representative Vento was assured <br />that Well 13 d sign and construction would proceed. <br /> <br />Following a me ting in Chicago with top EPA officials, myself, City <br />Manager Hank S'nda, Public Utilities Director Les Proper, and the <br />City's technic 1 and legal consultants, Mr. Adamkus called me late <br />on Friday, Mar h 18, 1988.
