DATE : Apri 121, 1970 <br />CASE NUMBER: Special Use Permit Number 31 <br />APPLICANT: Keith Harstad <br />LOCATION: Lot 9, Block 1, Rice Creek Villa <br />REQUEST: Special Use Permit for recreation lot for subdivision home owners and con- <br />- strutting a swimming pool and tennis court <br />PLANNING CONSIDERATIONS: <br />The properly in question is located at the west end of a proposed cul-de-sac on Valley <br />View Lane, bounded on the north by Minnesota Belt Line Railroad rightsof-way. The <br />character of the site is impossible to determine at this time because of grading which is <br />in progress. <br />It appears that the site would be of sufficient size to accommodate a pool and tennis <br />court for the home owners within the subdivision. A "private" swimming pool is indi® <br />Gated in the zoning ordinance as a special use within a single family residential neigh- <br />borhood. <br />The proposed use of the fot would be an asset to the subdivision, however, some items <br />of question should be cleared prior to consideration of a special use permit. These are: <br />1. Will the recreation lot be owned by the developer or by the residents of the sub- <br />division. <br />2. Who will be responsibile for the operation and maintenance of the recreation lot. <br />3. Will there be any structures on the property? (Bath house maintenance shed, <br />etc. ?) <br />4. What effects will this development have on the utilities of the area (engineering <br />quest ions) . <br />5. Will the swimming pool be a permanent or temporary structure, what size, above <br />or below grade. <br />6. Will the area be lighted for night use. <br />
