W. <br />NEW BRIGHTON, MINNESOTA, 55112 <br />e'pv <br />April 12, 1972 <br />Mr. Otto Schmidt <br />Village Planner <br />Nason, Wehrman, Knight & Chapman <br />1415 Lilac Drive North <br />Minneapolis, MN 55422 <br />RE: Request for a Special Use Permit, Property west of Silver <br />Lake Road and north of County Road E <br />Dear Mr. Schmidt: <br />The grading plan submitted by Universal Sales Inc. has two <br />major control factors--the Minneapolis Water Department reservoir <br />property on the west, which is relatively high at a property <br />line elevation of 1040 to 1060, and Silver Lake Road on the west, <br />which is lower and varies in elevation from 960 to 980. <br />The grading plan provides that the west portion of the property <br />will be graded down at a 30% grade from the Minneapols Reservoir <br />to the toe of the slope at an elevation of approximately 1000. <br />From the toe of the slope easterly to Silver Lake Road, the <br />average gradient would be 3% or 3 feet in 100 feet. <br />The base map for existing topography reflects the condition <br />of the property in August of 1967. The 30% slope along the <br />Minneapolis Reservoir property existed at that time. When <br />this proposed plan was first submitted to the village for approval <br />as a grading permit, Minneapolis Water Department was contacted <br />and asked if the 30% slope existing and proposed against their <br />property was acceptable. They stated that it was satisfactory <br />and presented no problem. <br />The pond which exists in the northeast corner of the property <br />is hydraulically very important to this property and the entire <br />drainage area. There is a village storm sewer outlet from this <br />pond. The storm sewer flows generally east along 3rd Street <br />and into Hansen Park and eventually County Ditch #2. The full <br />importance of this pond hydraulically cannot be determined until <br />the development plans of this parcel are considered and agreed <br />upon. At that time, a drainage study must be made. Until that <br />time, the filling of the pond itself must be prohibited for <br />hydraulic reasons alone.
