DATE: October 16, 1973 <br />U <br />Case: VN-109, SP-52, Hiner Properties <br />Request: Approval of variances from Section 10-110 (a) to allow <br />less than a 100' setback across the road from an R-3 district, <br />and from Section 10-110 (h) to allow parking 'in the front <br />yard for the construction of a motel. <br />Approval of Special Use Permit to allow motel in an <br />industrial district (Section 11-230) <br />Location: East of Old Hwy 8 and north of Sambo's Restaurant <br />Discussion <br />The present proposal is very similar to one which was the subject of an <br />informal discussion at the 9/19/73 meeting. <br />The main changes since that time are that the buildings have been <br />rearranged, more property has been added on the south of the site, and <br />the required parking setbacks have been provided in the front and rear <br />yards. <br />The essential question is, of course, whether the proposal meets the <br />criteria for a variance as specified in the ordinance. It seems that <br />any hardship would not be attributable to the property itself but <br />rather to the petitioner's desire to put a commercial use on industrially <br />zoned property across from a residential district. <br />The only problem we see with the proposed design is that an area near <br />the office should be delineated as a stopping area for the cars of <br />people registering at or checking out of the motel. We are concerned <br />that cars coming from the rear of the building will not have any <br />warning that there will probably be cars parked in the area of the <br />office. <br />No landscape plan has been submitted although the plot plan does show <br />what appear to be plantings. The petitioner should be advised that he <br />must submit a landscape plan. We would suggest that plantings along <br />old Highway 8 be grouped somewhat rather than strung out in a straight <br />line in order to provide a more attractive planting arrangement. We <br />would also suggest that they be placed closer to the road for better <br />visibility. <br />• Although the property is now zoned I-1 and is proposed for industrial <br />use in the Land Use Plan, the developments to the south and west make <br />a commercial use appropriate for this area. The petitioner has indicatec <br />that if the Planning Commission does not recommend approval of the <br />variances he will consider requesting a rezoning to B-3. If the propert
