<br />1 <br /> <br />,/ <br />/ <br /> <br />1 <br /> <br /> <br />Council Meeting Minutes <br />August 23, 1988 <br /> <br />Council Business, continued <br /> <br />Greg Keil, Barr Engineering, explained that the concept design had <br />been reviewed by the Army and was agreed to by the Army in the <br />litigation settlement. <br /> <br />Motion by Brandt, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION FOR SPECIAL USE PERMIT FOR CONSTRUCTION OF A <br />PERMANENT GRANULAR ACTIVATED CARBON WATER TREATMENT FACILITY. <br /> <br />5 Ayes - 0 Nayes, Motion carried. <br /> <br />Erny Mattila presented an ordinance to amend the ordinance to <br />allow day care facilities in churches. The Long Lake Community <br />Church has made a formal application for an amendment to the R-1 <br />District to allow day care facilities in church structures. <br />Presently, the R-1 District does not allow for day care facilities <br />in churches, but does allow for licence day care in the home for <br />up to ten children. The Long Lake Church would allow in excess of <br />ten children. In surveying the adjacent communities we have found <br />these communities do allow special use permits for churches. The <br />Council would have final approval of these special use permits. <br /> <br />Benke mentioned the future amended Parking Ordinance would have to <br />reflect this permit change in the R-1 District. <br /> <br />Brandt brought up the question of what classifies a IIchurchll. <br />Mattilla and Charles LeFevere, City Attorney, will discuss this <br />further at subsequent meetings. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />GIVE FIRST READING TO AN ORDINANCE AMENDING THE NEW BRIGHTON <br />ZONING ORDINANCE TO ALLOW DAY CARE FACILITIES AS A SPECIAL USE IN <br />THE R-1 DISTRICT PROVIDED THEY ARE LOCATED IN A CHURCH. <br /> <br />5 Ayes - 0 Nayes, Motion carried. <br /> <br />Brandt presented the consideration to approve a resolution <br />supporting community access management by a non-profit <br />corporation. The report included a statement of what public <br />access should be, how it would be established, and the <br />accomplishment.
