The responses are itemized below and/or included in <br />the memoranda attached. <br /> <br />The property for which the application for a Special Use Permit was made is <br />approximately sixty acres located at the northwest corner of Silver Lake <br />Road and County Road E. It is approximately 20001 x 13001. The legal <br />description of the property was included in the original submittal to the <br />Planning Commission. <br /> <br />In answer to the questions raised regarding the necessity and value of <br />removi ng the materi a 1 from the si te the fall owi ng items shaul d be considered: <br /> <br />1. It is the policy of the City of New Brighton as stated in the Compre- <br />hensive Plan to remove natural resources from a site before construction <br />rather than building over them. <br />2. There is a need for fill material of this type in the construction in- <br />dustry and excavating contractors who have been contacted have expressed <br />a strong interest in the material. <br />3. The Comprehensive Plan encourages the development of deteriorated or <br />blighted areas. Excavation, regrading and future development will serve <br />to improve the character of the existing property and follow the ob- <br />jectives of the Comprehensive Plan. <br />4. Extraction of the material from the site will allow development of the <br />land and permit a greenspace buffer on the perimiter. It will add a <br />visual amenity to the city. <br />
