SATHER BRIGHTON NEW BRIGHTON, MINNESOTA A PROPOSAL FOR A SPECIAL USE PERMIT TO ALLOW SITE PREPARATION FOR A FUTURE HOUSING DEVELOPMENT. BACKGROUND , The site is located at the northwest corner of the intersection of Silver Lake Road and County Road E. The property is approximately 1300' along County Road E and approximately 1965 feet along Silver Lake Road. The area is approximately 60 acres (or 2,650,000 square feet). The property contains a collecting pond at the northeast corner which is to be retained. There are five residential lots abutting County Road E which are not in the tract. l The site is hilly and has limited areas of tree growth. A portion of the site has previously been mined for gravel resulting in a large sloped embankment on the west boundary. The property south of the site is a Salvation Army camp and retreat center. It is located in the City of St. Anthony. The property to the northeast is a church site. The wooded property at the northwest corner is proposed for development as a parksite by the City. The area to the west of the site includes the Minneapolis Water Works and a townhouse development. There are presently townhouses to the west and apartments across Silver Lake Road to the east. The present zoning on the property is R-l. The Owner of the property is a partnership called J.U.O. Company - John R. Johnson, Richard Utter and James O'Hagan. PROPOSAL It is proposed that substantial amounts of fill dirt and granular material be removed from the center of the site to prepare it for development as a housing site. This would include excavation and hauling, stockpiling of clay and topsoil and construction of a second settling pond. The excavation would proceed from the center of the site toward the perimeter. However no substantial amount of grading or excavating is proposed for the perimeter of the site. A small area in the greenway will be used for burial of concrete and stone mined from the site.
