SATHER <br /> <br />BRIGHTON <br />NEW BRIGHTON, MINNESOTA <br /> <br />A PROPOSAL FOR A SPECIAL USE PERMIT TO ALLOW SITE PREPARATION <br />FOR A FUTURE HOUSING DEVELOPMENT. <br /> <br />BACKGROUND <br /> <br />, <br /> <br />The site is located at the northwest corner of the intersection of Silver <br />Lake Road and County Road E. The property is approximately 1300' along <br />County Road E and approximately 1965 feet along Silver Lake Road. The <br />area is approximately 60 acres (or 2,650,000 square feet). The property <br />contains a collecting pond at the northeast corner which is to be retained. <br />There are five residential lots abutting County Road E which are not in <br />the tract. <br /> <br />l <br /> <br />The site is hilly and has limited areas of tree growth. A portion of the <br />site has previously been mined for gravel resulting in a large sloped <br />embankment on the west boundary. <br /> <br />The property south of the site is a Salvation Army camp and retreat center. <br />It is located in the City of St. Anthony. The property to the northeast <br />is a church site. The wooded property at the northwest corner is <br />proposed for development as a parksite by the City. The area to the <br />west of the site includes the Minneapolis Water Works and a townhouse <br />development. There are presently townhouses to the west and apartments <br />across Silver Lake Road to the east. <br /> <br />The present zoning on the property is R-l. <br /> <br />The Owner of the property is a partnership called J.U.O. Company - <br />John R. Johnson, Richard Utter and James O'Hagan. <br /> <br />PROPOSAL <br /> <br />It is proposed that substantial amounts of fill dirt and granular material <br />be removed from the center of the site to prepare it for development as a <br />housing site. This would include excavation and hauling, stockpiling of <br />clay and topsoil and construction of a second settling pond. <br /> <br />The excavation would proceed from the center of the site toward the <br />perimeter. However no substantial amount of grading or excavating is <br />proposed for the perimeter of the site. A small area in the greenway will <br />be used for burial of concrete and stone mined from the site. <br />
