<br />July 8, 1977 <br />Page 3 <br /> <br />start on the east side, proceed to the northeast and southwest corners <br />and be completed on the northwest quadrant. A diagram of the proposed <br />sequence is attached. It is anticipated that this may vary somewhat to <br />meet conditions encountered, but the basic concept of east first-west <br />second would prevail. <br />6. The concrete and other debris will be buried in a non-building area of <br />the greenway. <br /> <br />RESTORATION AND EROSION CONTROL <br /> <br />1. It is proposed that as the excavation proceeds, that the site would be <br />restored in areas of approximately five acres. This would be done by <br />seeding wi th a mi xture of grasses that meets the Mi nnesota Hi ghway <br />Department specificaitons. We have been advised that this system has <br />proved effective on other sites. The minimal amounts of clay and topsoil <br />on the site would be utilized in finish grading. Other top dressing <br />would be delivered and spread on the site. <br />2. The existing bank on the west boundary has stabilized and is not eroding <br />at this time. It will not be cut so erosion is not anticipated. The <br />slope presently supports a growth of wild grasses, weeds, shrubs, and <br />cottonwood trees. There is a substantial tree growth at the southeast <br />corner of the water reservoir property. It is proposed that the present <br />growth will be supplemented with hardier tree stock and with grasses <br />which will tend to choke the weeds. No filling on the site is anticipated. <br />3. The excavation of the gravel will tend to reduce any erosion problems <br />~'/hich may occur. Except for very small areas, almost all the surface", <br />water on the site will flow to the new and existing ponds in the center <br />of the site. The ponds have the potential to trap all except the heavipst <br />rainfall. They meet with the approval of the Watershed Board. They re- <br />quested a temporary dam between the ponds to control Silting which will <br />be provided. They also suggested an area of cattails and similar marsh <br />growth to dispose of the nutrients. <br /> <br />FUTURE DEVELOPMENT <br /> <br />The purpose of the Special Use application is two fold: <br /> <br />1. To extract the granular fill which is a valuable resource and in short <br />supply. <br />2. To prepare the site for a housing development. It is anticipated that <br />a submittal for a Planned Unit Development will be proposed by late 1977 <br />or early 1978. <br /> <br />It is proposed that the gravel extraction would commence this summer and <br />continue until weather closes the operation. To reduce the density of truck <br />hauling and to allow the greatest flexibility to the excavating contractors, <br />it is proposed that the permit be issued for a period of five years and the <br />start of restoration begin in eighteen months as previously indicated. It <br />is proposed that the east half of the site will be prepared first with the <br />expectation that the housing development will start in this area and work <br />
