<br /> <br /> <br />REPORT #78-184 <br />July 19, 1978 <br /> <br />ew <br /> <br /> <br />Irighton <br /> <br />REPORT TO THE CITY COUNCIL <br /> <br />Application for Special Use Permit,SP-8l <br />July 25, 1978 8:05 P.M. <br /> <br />PURPOSE! <br /> <br />To consider an application for a Special Use Permit for use <br />of a school facility for community education programs, senior <br />citizens programs, and Ramsey County health programs. <br /> <br />BACKG1tOUND <br /> <br />Applicant: Independent School District 621 <br />Location: 701 8th Ave. N.W. <br /> <br />Zoninq: R-1, S~ngle family <br /> <br />The New Brighton Elementary School has recently.,c1osed and the <br />school district is now proposing to use the building as a <br />Community Resourse Center~ Activities intended for the property <br />and building are shown on the attached list that the applicant <br />has submitted. The Zoning Code states that public and private <br />service agencies are permitted in an R-l district by means of <br />a special use permit. <br /> <br />The proposed Comprehensive plan states that the use of the site d <br />and building; for alternative public uses, such as a Cl.VJ.C center <br />or administrative offices, should be thoroughly be studies in <br />the event that the school is closed. <br /> <br />We habe two primary concerns for the use of this former <br />elementary school. First, we have had no experience with this <br />type of resource center within the City and, therefore, are <br />somewhat limited in knowledge as to what to expect or what <br />problesm could potentially arise, The use of this building for <br />such purposes listed would appear to be ideally suited and <br />the nature of the var~ous uses proposed would also seem to be <br />compatible with the surrounding property. While the particular <br />use would seen to be appropriate, we do feel that it 'would be <br />wise in any approval of the special use permit to require a <br />review of the permit after a one-year period of time to further <br />assess the use of the property and the impacts on adjacent <br />property. <br /> <br />k <br />A second concern that we do have in regard to the request is <br />that the intended uses are certain to create a general level of <br />activity and traffic that is not similar to the prior use. <br />The level of activity raises the question of whether or not there <br />is sufficient parking space on the site to accommodate all of <br />the potential vehicles.
