<br />e <br /> <br />e <br /> <br />e <br /> <br />-n:-'=' <br /> <br />Supplement to Report 78-184 <br />September 20, 1979 <br /> <br />REVIEW OF SPECIAL USE PERMIT SP-81 <br />COMMUNITY RESOURCE CENTER <br /> <br />PURPOSE <br /> <br />To review the special use permit granted August 8, 1978 to the <br />C~mmunity Re$ource Center. <br /> <br />BACKGROUND <br /> <br />Th e City Coun ell granted a s peci a 1 us e permi t to th e Commun i ty <br />Resource Center at its regular meeting August 8, 1978. Resolution <br />#2078 adopted at that time approved SP-81subject to the following <br />conditions: <br /> <br />"1. That the special use permit be reviewed by the <br />City Council one (1) year after adoption of <br />this resolution. <br /> <br />2. That in the event additional parking spaces are <br />warranted, the City Council may require the <br />School District to install the necessary <br />spaces.1I <br /> <br />In review of the activities of the Community Resource Center during <br />the past year, staff has enclosed a copy of the yearly report. <br />prepared by Paul Donley, the director of the, Center. By noting <br />the participation levels it Can be commented that the Center has <br />prbvided a number of activities and servi~es for area residents. <br /> <br />In surveying City Departments, staff reports that for the most part <br />there has been very little problem or concerns posed by the Center's <br />activities. In regard to the parking situation~ the existing <br />parking area appears adequate. Only during a few special occasions <br />have the parti~ipants at the Center used the street to park on. <br /> <br />A concern that has been voiced by the City is that the Center should <br />secure the necessary elevator or facilities to make the site more <br />accessible to han~icapped patrons. Representatives of the Center <br />and School District have met with the New Brighton Human Rights <br />Commission and are actively pursuing a number of alternative <br />methods of securing the necessary facilities. <br /> <br />In summary, the Center has provided a number of services to the <br />Community and has been a compatible use with surrounding residential <br />us es . <br />
