,j' .~ APPLICATION FOR SPECIAL USE PERMIT SP-86, HARSTAD-TODD PUR P OS E To review an application for special use 'permit for extraction and removal of natural material from property in a R-l, Single Family District. BACKGROUND APPLICANT: Harstad-Todd LOCATION: Generally west of Silver Lake Road and north of Innsbruck Drive ZONING: R-1, Single Family Residential ORDINANCE REQUIREMENT: According to Section 11-090 d. the extraction and removal of natural material such as sand, gravel, peat, black dirt, fill material or similar deposits in an R-1 Single Family District requires a special use permit. Said special permit shall require a finished grading plan which will not adversely affect the. development of the surrounding land. The applicant is proposing to remove approximately 9,000 cubic yards of soil from Lot 20 Block 3, Lot 21 Block 2, Lot 23 Block 2 arid Lot 24 Block 2 of the Innsbruck North-New Brighton 2nd Addition The final grading plan submitted in conjunction with the pre- liminary plat for Innsbruck North-New Brighton 2nd Addition is consistent with this proposal. The applicant will be using the extracted material for fill on lots 4 through 12 of Innsburck North-New Brighton located south of Innsbruck Drive. The finished grades~ site restoration plans and hauling routes have been reviewed and approv~d on a preliminary basis by the City Eng1neer~ It appears that this proposal will not have an adverse affect on the development of the surrounding area and that the applicant will take the necessary precautions to assure the City that the affected properties will be left in satisfactory condition. RECOMMENDATION Staff recommends that the Board of Review recommend approval of SP-86 Harstad~Todd by waiving the reading and adopting the attached resolution with conditions.
