e

e
e

..

Report #79-375
April 19, 1979

APPLICATION FOR SPECIAL USE PERMIT
SP-86, HARSTAD-TODD

PURPOSE

To review an application for special use permit for extraction
and removal of natural material from prop~rty in a R-l, Single
Family District.

BACKGROUND

The .final plat for Innsbruck North-New Brighton 2nd Addition has
not yet been approved by the Council. The applicant is there-
fore required to obtain a special use permit to remove soil
from ~xisting slopes in a residential district. This extrac-
tion is consistent with the gradirig plans submitted and approved
with the preliminary plat.

When the final plat for Innsbruck North (on the south side of
Innsbruck Drive) was approved by the City the grading plans
submitted and approved reflected the need for the fill material
on the southern portion of lots 4 through 12.

Because of the sensitivity of removing existing natural material,
the City befofe approving an application of this nature should
be assured that the applicant will take the necessary measures
to reduce the possibility of erosion or the interference with
the natural drainage of the lots.

RECOMMENDATION

Staff recommends approval of SP-86 by waiving the reading and
adopting the attached resolution with conditions.

The Board of Review at its regular meeting April 17,1979
adopted a similar resolution recommending approval of SP-86.

~~, .!f",l_-'
ci~/~?'
~f7/7 ,
