....... --, --....

Report #79-484"
October 1, 1979

APPLICATION FOR SPECIAL USE PERMIT
SP-87, CITY OF NEW BRIGHTON

PURPOSE

To consider a request for a special use permit to use certain
property owned by the City to store ag-lime and sealcoating
aggregate.

BAC KGROUN D
APPLICANT:
LOCATION:

City of New Brighton

Generally north of Old Highway #8
and southeast of the Community
Resource Center.

ZONING:

R-l, Single Family Residential

The request for a special use permit is to allow th~ storage of ag-
lime and sea1coating aggregate at the old maintenance garage site
owned by the City of New Brighton.

The Parks and Recreation Department has been storing ag-lime at
the site. In the past there have been problems with storing this
material at the new maintenance building site because the material
has gotten mixed with the gravel and salt used on the public
streets.

The Public Works Department salvaged approximately 500 tons of
excess sealcoat aggregate which is a clean pea-sized rock. This
request includes the storage of that material at this site.

In terms of impact of this storage on adjacent properties, the
piles are low and not clearly visible from adajcent properties. To
the east of the site is the railroad tracks, to the north and west
is the ball field and property of the Community Resource Center.
The property has a number of mature trees which provide screening
for this stored material. In addition, it appears because of the
grade change the piles of material will have very little impact
on person's traveling on Old Highway #8.

In regard to safety, the piles are of a material that is firm and
consists of small particles. Therefore, it appears that there is
very little potential for any safety hazards.
