~------- ~

September 1 4, 1 9 79

APPLICATION FOR SPECIAL USE PERMIT~ SP-87
CITY OF NEW BRIGHTON

PURPOSE

To consider a request for a special use permit to use certain
pr6perty owned by the City to store ag-lime and sealcoating
aggregate.

BACKGROUND
APPLICANT:
LOCATION:

ZONING:

City of New Brighton

Generally north of Old Highway #8 and
southeast of the Community R~source Center

R-l, Single Family Residential

The request for a special use permit to allow the storage of ag-lime
and sealcoating aggregate at the old maintainance garage site owned
by th e City.

The Parks and Recreation Department has been storing ag-lime at the
site. In the past there havebe~n problems with storing this material
at the maintenance building site because, the material has gotten mixed
with the gravel and salt used on the public streets.

, .
The Public Works Departm~nt salvaged approximately 500 tons of excess
se~lcoat aggregate which is a clean pea size rock. This request
includes the storage of that material at thissit~.

In terms of impact Of this storage on adjacent properties, the piles
are low and not clearly visible to adjacent properties. To the ~ast
of this site is the railroad tracks, to th~ north and west is the
ball field and property of the Community Resource C~nter. The
property has ~ number of mature trees which provide. screening for
this stored material. In addition, it appears because of the grade
change the piles of material will have very little impact on person's
traveling on Old Highway #8.

I~ regard to safety the piles are of a material that is firm and
consists of small particles. Therefore it appears that there is very
little potential for any safety hazards.

STAFF RECOMMENDATION

Staff recommends that the Board recommend approval ~f SP-87 by waiving
the reading and adopting the attach~d resolution.
