The City Council ha~ not <br />as yetconsidered the final plan or plat. The applicant is <br />proposing to construct a model unit on the site proposed for the <br />cond~minium building. The applicarit's reason for requestin~ the <br />construction of the model is t.o secure sales for the condominium <br />prior to construction. <br /> <br />Under Section 7-030 a. of the Zoning Code which makesref~ren'ce to <br />Section 7-020 i. model hO'mes are permitted accessory uses in an <br />R-2 district. However, it seems that thi~ proposal is not what <br />iS,usually considered a mod~l home for the following reasons: <br /> <br />1. Th~ unit will not be sold and inhabited in this <br />particular location; . <br />2. It will be situated on a temporary foundation; and <br />3. It will not be serviced by water and sewer services. <br /> <br />I n 1 i g h t 0 f the sed e v i at ion sit i s the 0 p in ion 0 f the C i t Y At tor n e y <br />that the applicant must obtain a special use permit for the <br />construction of this unit. <br /> <br />In examination of the applicant's sit~ plan, it should be noted <br />that the model unit will make use of the proposed driveway and <br />parking area for the p~oposed condominium under PRD #27. In' <br />addition, the applicant is proposing to install plantings to the <br />north of the model to scr~en the model fromthe construction site <br />for the condo~inium. The proposed landscaping seems inadequate <br />because the applicant is not proposing any landscaping along Rice <br />Creek Road. The landscaping proposed for this area on the plan <br />for the condominium site should be installed to screen the <br />parki~g area from Rice Creek Road and to enhance the appearance <br />of the model. . <br />
