I

I

I

Council Meeting Minutes
April 26, 1988

Rezac stated if the seven unit is made into something other than
rental units (community room, laundry room, etc.) it may be dif-
ficult for the seniors to walk to that building.

Benke stated the intent was to relocate, remodel, and incorporate
the seven units into the large building for use as a directly
connected portion; could replace some units at the big building
now designated as community space (can be looked at as a low cost
alternative).

Gunderman again questioned density if the seven-units were con-
sidered as income; that would have to be looked at.

Rezac asked what distance from the property line was being
requested; appreciated all council IS comments: explained the costs
involved and how the potential increase in interest rates will
affect the cost. Rezac continued that, although Bor Son can't
promise to hold their quote if they do not start soon, the seven-
unit structure can be condemned and removed at anytime.

Benke stated the
site is going to
to approve the
changes would be

concern about the location of the building on the
have to be realistically dealt with; if we were
site plan contingent on relocation, asked what
looked at.

Locke stated council would need to authorize steff to modify the
development agreement to make the numbers work; staff would have
to work with the developer and fiscal consultant immediately to
determine a way to make the numbers work (it will involve an
increase to the risk the city will be taking); believes that work
can be done very quickly, but would need that action as well as
council action on the site plan.

Benke indicated he felt comfortable with the analysis.

Locke stated staff is reasonably confident more
dollars will be generated by this project than
templated; but indicated the city would be going
of safety on the project.

tax increment
originally con-
into its margin

Benke stated we want to see the project happen; putting more money
into it protects our park investment and makes it a true quality
site that is clean, unified, and fits the area.

Williams stated he is more concerned about the impact the 85 units
will have on the park than the impact of the seven units on the 85
units; and indicated ~erhaps there are some design solutions to
lessen the $250,000.

Benke stated his primary concern is the park issue.

Brandt asked how much space could be saved if there was a walkway
rather than a driveway between the two buildings and the 85-unit
was then built further north on the site.

Page 12
